乡镇级国土空间规划作为中国“五级三类”体系中的重要内容，在国土空间规划体系中承担着战略衔接功能。在国土空间规划体系构建背景下，镇村规划联编成为破解单独编制弊端、实现区域协同发展的关键。以清流县灵地镇为例，构建“战略传导-指标管控-分类实施”三级协同机制：镇级建立全域空间管控框架，建立指标分解台账，强化规划指标传导；村级差异化制定4类村庄发展指引，形成“一村一策”实施路径。实践通过交通体系构建、产业协作布局、文化系统保护等举措，优化全域空间格局，全面落实底线管控，完善公共服务设施配置。研究表明，镇村联编通过刚性约束与弹性引导，形成“全域统筹-分类传导-动态维护”的全周期治理范式，为同类型乡镇统筹发展与保护提供经验。
Abstract：Township-level territorial spatial planning serves as a strategic nexus within China's “five-level, three-category” spatial governance system. This study explores the town-village integrated planning model through the case of Lingdi Town, Qingliu County, proposing a three-tier mechanism integrating strategic alignment, indicator-based control, and classified implementation. At town level, a unified spatial governance framework reinforces ecological and farmland protection redlines, while village-level planning tailors development guidelines for four village types under a “one-village-one-policy” approach. Through integrated measures including transportation optimization, industrial synergy, and cultural conservation, the model achieves coordinated spatial resource allocation, full compliance with ecological safeguards, and equitable public service delivery. The results highlight that integrated town-village planning combines rigid constraints with adaptive governance, offering a replicable “whole-cycle governance” paradigm for harmonizing development and conservation in rural regions.
